    INTRODUCTION:

    e-Government evolution has been based on ambitious strategies and on extensive funding on complex programmes in order to achieve in contextual

    objectives: simplified access to public services; openness; accountability; transparency; citizen engagement. In U.S.A. only, Federal Government has invested an annual amount of $70 billion on ICT during the last decade.

    However, the outcomes from these investments are questioned. For instance, in Europe the objective of the 20 common public services that has been identified in 1999 under the e-Europe strategies, has not yet been achieved by all member States. On the other hand, citizen expectations have not been met and e-Government adoption is low at an average international level.

    Various investigations (i.e., by the American Customer Satisfaction Index

    (ACSI)) show a steady but low improvement regarding citizen expectations, which cannot be easily justified by the invested capitals.

    Enterprises evaluate the efficiency of an investment with various methods, such as Net Present Value, Return of Investment etc. Although Governments do not invest with similar perspectives to the private sector, scholars argue about the earned value from e-Government investments, while it is important to evaluate Government efficiency and e-Government outcomesʼ achievement compared to the invested capitals.

     

    OBJECTIVE OF THE SPECIAL ISSUE:

    This issue aims to collect and present recent findings with regard to e- Government progress and to explain whether a return-of-investment (ROI) method or other similar methods are appropriate to be applied on e- Government spending evaluation. More specifically, it aims to answer the following questions:

    -           How much Governments are being or have been invested on e-Government

    in different countries or regions?

    -           How differently international organizations (i.e., United Nations,

    OECD, World Bank, European Commission etc.) measure e-Government efficiency?

    -           How can e-Government success be measured with regard to public

    spending?

    -           What measures/indexes are appropriate to measure Government

    efficiencyʼs change with regard to e-Government?

    -           Has e-Government spending resulted in a better Government?

    These questions become more important to be answered due to the recent fiscal recession, which influences political decisions regarding public investments.

     

    RECOMMENDED TOPICS:

    Topics to be discussed in this special issue include (but are not limited

    to) the following:

     

    •          Accountability, openness, transparency and public service progress

    with regard to e-Government investments.

    •          Measuring e-Government efficiency, success and adoption

    •          Case Studies regarding e-Government investments

    •          E-Government program management

    •          Government investment evaluation methods

    •          e-Government earned value measurement methods

     

    SUBMISSION PROCEDURE:

    Researchers and practitioners are invited to submit a proposal regarding the topic they plan to develop on or before August 10, 2013. Full papers for this special theme issue on e-Government Efficiency and Return-of-Investment must be submitted on or before October 31, 2013. All submissions must be original and may not be under review by another publication.     *Special Issue: Innovation Networks*

     

    Economic operations and thus innovations are embedded in social relations and structures.

    Therefore, the organizational units that create innovation are not individual businesses, but usually networks. From a resource point of view, networks hold a variety of advantages for their members, such as access to material and immaterial resources, information and knowledge.

    Powell et al. (1996), for example, conclude in their study on innovation behavior in pharmaceutical companies that companies that are not able to initiate networks or form a cooperation have strategic disadvantages on the market. In this context, especially small and medium-sized enterprises (SMEs) are considered to be dependent on the social capital of networks, because of the limited resources they have under direct control due to their size.

    In the European context national economies are depending very much on SMEs. Depending on definition the companies of the European economies are consisting between 70 and 95 % of small or medium-sized companies. While huge companies are hosting all the resources, which are in need to set up innovation capabilities themselves, SME are depending much more on cooperation compared to huge companies. Furthermore SMEs do have to take higher risks into account when cooperating with other partners. Huge companies do have much better possibilities just to buy in complementary resources while SMEs have to develop trustful relationship to prevent losing their competitive edge or from dropping into the trap of the dark side of social capital. 

    The importance of innovation for national economies has motivated policy makers to promote innovation capabilities of their economies and therewith the circumstances of SMEs. To promote economically relevant information to SMEs, the public sector provides specific advisory services. From strategic management's point of view, the involvement of cooperation partners and intermediaries is on the one hand necessary but on the other hand accompanied by the risk of losing specific knowledge to the business environment. 

    In this special issue, we would like to discuss innovation networks of businesses – in particular SMEs – from a social network analysis (SNA) perspective. Theoretical and conceptual contributions as well as empirical work linking innovation networks of businesses and SNA are of interest.

     

    *Deadline*

    Full papers for this *special edition of 'management revue'* must be with the editors by October 31st, 2013. All submissions will be subject to a double blind review process. Papers invited for a 'revise and resubmit' are due on January 31st, 2014. It is anticipated that the special edition will appear as Issue No. 2 in 2014.     The Journal of Sustainable Mobility (JSM is a new, peer-reviewed journal by Greenleaf Publishing. The first issue will publish in spring 2014.

     

    The Journal of Sustainable Mobility (JSM) aims to provide an interdisciplinary forum for the exchange of innovative and empirically sound research on sustainable transportation. The centrality of the journal is the sustainable developments of the automotive industry and road transport management systems, though research on other transport modes such as aviation and shipping will contribute to our understanding of the future of sustainable mobility as a whole. To address the economic, environmental and societal concerns about the development of the transportation industry, the journal will take a holistic approach to a better understanding of the technologies that underlie the advancement of low-carbon vehicles, market demands for such vehicles, institutional change and corporate sustainability which determine the strategies of those businesses involved.

     

    The publication will focus on aspects of green mobility in the context of nature, enterprise and technology. In particular, the journal will seek to explore the links between transportation, technological management and innovation, energy use, sustainable development and responsible business, presenting academic research alongside practical application in order to inform policy and practice.

     

    The Journal of Sustainable Mobility will publish papers on, but not limited to, the following topics:

     

      *   Low carbon vehicles technologies

      *   Renewable/clean/green technologies

      *   Biofuels and other sources of renewable energy

      *   Transportation management systems

      *   Vehicle emission controls

      *   Sustainable transport policies and governance

      *   Corporate sustainability

      *   Historical review of the automotive and oil industries and transport

    management systems

      *   Comparative studies of national and regional approaches to technology

    development and environmental control

      *   Case studies of innovations in technology, business models, and policy

    initiatives in relation to sustainable mobility

     

    Theme issues based on sector or region will be regularly presented.

     

     

    Submissions

     

    The deadline for submissions to the inaugural issue is 20th October 2013.

     

    Four types of submissions are invited: research papers, policy debates, case studies, and research notes. We encourage submissions from academics with a research-orientation and also business practitioners and policymakers, from the public and private sectors.

     

    Papers from a Social Sciences discipline should be between 4 - 6,000 words, whilst we welcome Engineering and Technology papers that are shorter in length, between 2 - 4,000 words.

    I would like to draw your attention to the call for applications to the
    following summer school which will be held in the lovely medieval town of
    Bertinoro (Italy) during the 3rd week of September, 2013:

    Summer School in Longitudinal Network Data Analysis using SIENA, Bertinoro,
    September 16-20, 2013


    A 5-days course on the application of  stochastic, actor-based modeling
    principles and techniques to the analysis of longitudinal data on complete
    networks using the tools implemented in the SIENA software. The main focus
    is on the analysis of network evolution processes and processes of co-
    evolution between social networks and changeable actor attributes. The
    course is taught by Prof. Christian Steglich (University of Groningen), a
    leading authority on the statistical analysis of longitudinal networks and
    one of the key contributors to the development of SIENA. The course will
    especially emphasise laboratory exercises with the implementation of SIENA
    for the R environment for statistical computing (package RSiena).

    The School, which is organized by the Management Departments of the
    University of Bologna&  Forlì, is open for application to highly motivated
    PhD students/post docs/faculty members from around the world. Program and

    We call your attention to our PDW session, "Innovation under Different Forms of Capitalism", on Sunday, August 11, 2013, from 12:30:00 PM - 2:30:00 PM at the WDW Swan Resort in Room Osprey 2.

     

    The PDW will examine variations in technological and social innovation under different institutional conditions and forms of capitalism and focus on: (1) the relationship between institutions and innovation systems; (2) the impact of institutions on linkages for technology diffusion, capability building, entrepreneurship, market formation and economic development both within and across national systems; (3) impact of institutions on new models of organization and pathways for the commercialization of innovations.

     

    The panelists include:

    David Audretsch, one of the most cited scholars in economics and business from 1996-2006, is Distinguished Professor  and Director of the Institute for Development Strategies at Indiana University.  He is the author of The Entrepreneurial Society (Oxford University Press, 2007) and Entrepreneurship, Innovation and Economic Growth (Oxford University Press, 2006).

    Dan Breznitz has published award-winning books "Innovation and the State: Political Choice and Strategies for Growth in Israel, Taiwan, and Ireland" (Yale University Press), The Run of the Red Queen: Government, Innovation, Globalization, and Economic Growth in China (Yale University Press, co-authored with Michael Murphree), and "Can Wealthy Nations Stay Rich?" (Oxford University Press, co-edited with John Zysman) and many journal publications in a wide range of disciplines. He was selected as an Industry Study Fellow of the Sloan Foundation in 2008 and has also been an advisor on Science Technology and Innovation Policies for multinational corporations, the World Bank, the World Economic Forum, TEKES, IFC, Fundación Chile, the United Nations, and the US-Israel Science and Technology Foundation as well as local and national governments in the US, Asia, and Europe.

    Rafael A. Corredoira's  research examines how public-private institutions and social networks drive upgrading capabilities in the wine and automotive part industries in developing economies, the flow of knowledge through mobility ties in the semiconductor industry, and how cognitive constraints shape technological evolution and its implications for intellectual property protection.

    He has published papers in the Strategic Management Journal, Academy of Management Journal, Harvard Business Review, and Journal of International Business Studies. His work also received the 2007 International Management Division Best Paper Award from the Academy of Management.

    Jeff Furman has published papers on academic science and the pharmaceutical industry, public and private spillovers, location and strategy and national innovative capacity. His recent forthcoming paper is "Public & Private Spillovers, Location and the Productivity of Pharmaceutical Research" (with Margaret K. Kyle, Iain Cockburn and Rebecca M. Henderson). He has received research awards from Boston University and MIT and is a Fellow at NBER.

    Felipe Monteiro's research focuses on how multinational corporations source knowledge on a global basis. His papers include "Knowledge Flows within Multinational Corporations: Explaining Subsidiary Isolation and its Performance Implications" (Organization Science, 2008; with Niklas Arvidsson and Julian Birkinshaw) along with others in leading journals such as Organization Science, MIT Sloan Management Review and Business Strategy Review. He has won awards from the Strategic Management Society and the Academy of International Business.

    Shyama Ramani's research focuses on technology, innovation and development and the impact of the national system of innovation on the creation of industrial competence. Her recent work includes "Playing in Invisible Markets: The Market for toilets and empowerment", (2008, UNU-Merit working paper, #2008-012), "R&D Cooperation, Asymmetric Technological Capabilities and Rationale for Technology Parks" (with V. Mukherjee; Theory and Decision), and "The harnessing of biotechnology in India: Which roads to travel?" (with S.Reid, 2012, Technological Forecasting and Social Change). She has won awards from the Institut de France and the Yves Rocher Foundation and founded two organizations in 2004 to improve sanitation in rural India.

    Gita Surie's research focuses cross border innovation between India and the U.S., knowledge and technology transfer, innovation systems and distributed entrepreneurship. Her recent papers include "Innovating via emergent technology and distributed organization: A case of biofuels in India" (Technological Forecasting and Social Change, 2013). Her book, Knowledge, Organizational Evolution and Market Creation: The Globalization of Indian Firms from Steel to Software (Edward Elgar) was published in 2008.

    This workshop introduces management researchers to the opportunities of Bayesian statistics for empirical research in the management sciences. We will outline the fundamental features of the Bayesian method without delving into the mathematical details. Instead, we will first outline the conceptual differences and potential advantages of a Bayesian approach compared to traditional statistical analyses involving null-hypothesis significance tests (NHSTs). We will then show examples from empirical management research that illustrate Bayesian data analysis. Finally, we will discuss why in spite of strong arguments supporting the use of Bayesian statistics, the field of management research has been very reluctant considering Bayesian analysis as an alternative. The purpose of this workshop is to convince participants of the potential opportunities Bayesian methods can provide and to enable organizational researchers to apply these methods in future research.

    The purpose of this workshop is to increase the awareness among management researchers of the severe limitations of Null Hypothesis Significance Testing (NHST) and to introduce alternative approaches based on effect size measures and confidence intervals. NHST has been criticized by methodologists on various grounds. Their criticism suggests that in the management literature, the extensive use of NHST in quantitative management research has led to the accumulation of deceptive findings. Consequently, management journals are full of "statistically significant" results that are both too small to be practically relevant and so small that they are unlikely to be replicated by other studies. In a field that aspires to provide useful advice to managers, we need to focus on practically important effects that are robust across a wide variety of settings.

     

    To identify practically meaningful findings, methodologists have recommended the reporting of effect sizes and confidence intervals as an alternative to NHST.  Recently, approaches for estimating confidence intervals for effect size measures have also been introduced.  The application of alternatives to NHST by management researchers, however, has been limited by both a lack of sensitivity regarding the inherent problems of NHST and a limited familiarity with alternative approaches.  Our two-hour workshop addresses these issues in the following three modules:

    • Critique of NHST
    • Alternatives to NHST
    • Round-table discussion for hands-on advice

    Apologies for cross postings, however, I believe that employee-ownership is an extremely important topic. Over 11,000 employee-owned firms in the U.S. produce approximately 12% of the G.D.P. and it is growing. In preparation for the first workshop listed below, I reviewed a number of textbooks and found that in general, management texts do not cover this topic. Thus, I feel strongly that employee ownership needs to be brought to the attention of AOM members.

     

    There are three PDW's on employee-ownership at the AOM – two all academy theme presentations and one sponsored by five divisions (MED, OB, BPS,ENT, ODC). Please find time to attend some if not all of them.

    An alternative capitalistic model, shared entrepreneurship, has emerged from a number of organizations including W. L. Gore & Associates, Herman Miller, and Southwest Airlines. These and similar companies are often included in strategic management texts. Two core principles of shared entrepreneurship -- shared capitalism and shared leadership -- are frequently not found in foundation texts of management. Such companies are significantly more successful than traditional organizations based on both financial and quality of life standards. Thus, there is a need to expose members of the academy to these principles and how they are practiced. To build on and integrate existing literature regarding shared leadership and shared capitalism, a model of shared entrepreneurship will be introduced early in the workshop and how when appropriately implemented it leads to innovative and productive behavior. The workshop will consist of two parts. First, a panel discussion led by academic experts and practicing executives of shared entrepreneurship will introduce participants to the concepts and how they are practiced. Second, small group discussions on individual companies will be conducted by either practicing managers from the company, academics who have firsthand experience in it, or both. Each part of the workshop should last approximately one hour. The desired outcome for the workshop is that participants leave inquisitive about an alternative capitalistic model that has potential to increase the amount of goods and services available to all while improving the quality of life.

Employee ownership is gaining new attention in academia with the emergence of many new scholars in the field to help address a large gap between what is practiced, and what is researched and taught. We the Owners, a new educational documentary film, is designed to help fill that gap and is a perfect fit for discussing this "Capitalism in Question", the 2013 Academy conference theme.     This session outlines the elements of a realistic and doable policy initiative at the Federal and State level to make broad-based employee share ownership a central rather than a peripheral part of the economic system for running corporations in the United States. Joseph Blasi will trace the development and necessary evolution of the ³yeoman farmer idea² in American history from 1776 to present and demonstrate that many Founders of the American Republic believed that the ability of every citizen to have a sustaining level of independent property ownership was essential to maintaining a democracy and liberty. Thinkers in the 19th century saw worker ownership and profit sharing as the successor idea. Douglas Kruse will review a hundred years of management research on broad-based employee ownership and profit sharing and cooperative ownership in order to argue that on average an entire economy could function reasonably based on these ideas. Blasi will conclude with a history of government policy to support such ideas and present a policy agenda for rapid transformation of the entire economy to these ideas. Kruse will conclude by assessing the workability of such policies in light of empirical research in the social sciences. We will assess the ability of broad ownership to address some of the knotty problems of economic inequality, corporate governance gone wrong, real declining wages and wealth, along with the atrophying of the ³high performance work culture² idea in American management.

    Organizational search is widely used to explain the generation and diffusion novelty. Our most commonly applied theories conceptualise search as a process. For example, A Behavioural Theory of the Firm, Cyert and March's (1963) seminal contribution to organizational theory, conceptualizes search as a process whereby actors seek to discover alternative ways of meeting performance goals. Management scholars have typically selected research methods that tell us little about the process of search, what goes on between when one decides to initiate a search and when one decides to terminate it. This PDW aims stimulate theory development by exploring how a broad range of methods can be used to unpack the search process. The workshop will unfold in two parts. 

    In the first part, we pair three scholars whose work looks at search from distinct methodological traditions with a discussant working in a different tradition to stimulate a discussion of how these methods push theorizing about the search process in distinct directions. In the second part, PDW participants self organize into three roundtables, organized by methodological approach. The participants, panellists, and organizers will use the roundtables to explore the challenges each face in identifying and/or applying methods that enable them to address important theoretical questions relating to organizational search process. The overarching goal is to introduce PDW participants to methods that enable them to better unpack the process of organizational search and inspire them to use these methods to ask novel questions that advance theoretical and empirical knowledge of search.

    The Strategy & Innovation Department at the Boston University School of Management invites applications for one tenured position at the Associate or Full Professor level (contingent upon Provost approval). We are seeking a demonstrated thought leader in the area of Entrepreneurship.

     

    The faculty of the S&I Department study firm strategy in established and new firms from a variety of perspectives. We place particular emphasis on the study of innovation in different kinds of organizations and the role of technological change in firm startups and industry transformations.  We believe that the complex, fast-changing strategy issues of today require an interdisciplinary approach and thus our faculty includes scholars with backgrounds in strategy, economics, sociology and organizational theory.

    Prospective candidates must have a strong track record of producing academic publications in top journals; demonstrated intellectual and institutional leadership; and a PhD degree in business, management, or related areas from a research university. Special consideration will be given to applicants who excel at teaching Entrepreneurship, Strategic Management, or Innovation. Salary will be commensurate with experience and teaching load is competitive to that of other major research universities.
