    The "big picture" strategy questions...

    - Where do competitive & distinctive advantages come from, and how are they
    sustained?

    - Why do some companies & new ventures consistently outperform their
    competitors?

    - Why do some businesses succeed in the same industry environments where
    others fail?

    - And what, if anything, can managers and entrepreneurs actually do about
    it?

The aim of this annual conference series is to improve our ability to answer
these "big picture" questions and other related questions by engaging some
of the world's top researchers on competitive advantage in Atlanta for 3
    days a year.

    We expect to:

    - Share cutting-edge research, ideas, and theories.

    - Foster collaborative research efforts.

    - Build a worldwide association and network of researchers who are dedicated
to advancing the state of knowledge about competitive advantage.

The conference organizers invite the submission of unpublished working
papers that advance the state of knowledge about competitive advantage.

    - Conference registration fee will be WAIVED for ALL authors of accepted
papers. Authors of accepted papers will also receive catered meals and
deeply discounted hotel rates (but will be expected to pay for their own
hotel, airfare, & other travel expenses).

    - Submitted papers will undergo a selection process, NOT a formal review
process -- so we will not provide reviews or other feedback on any submitted
    manuscript.

    - Submitting a paper represents a commitment that at least one of the
authors will attend and participate in whatever session the paper gets
scheduled for, whenever during the conference that session is scheduled.
Authors who commit to attend and participate but then fail to do so, for any
reason other than an immediate genuine emergency, may be excluded from
    participation in future ACAC meetings.

    - In addition to regular paper-presentation sessions, authors may also
choose to allow their submitted papers to be considered for two other
alternative session formats: a poster-presentation session (held at the time
and place where refreshments are being served, in order to maximize audience
size), or a research-development workshop session (where authors to provide
feedback to each other on their papers, under the guidance of an experienced
    facilitator).

    - Papers must be submitted via the Social Science Research Network (SSRN)
    conference submission system at
    http://hq.ssrn.com/conference=Atlanta-Comp-Advantage Submitters must create
a SSRN account. Any technical problems with the SSRN submission system
should be reported by e-mailing UserSupport@SSRN.com or calling 877-SSRNHELP
    (877.777.6435 or 585.442.8170).

    - Papers must be submitted in PDF format, but documents can be converted to
PDF format for FREE (with no software required) by using any of five on-line
file-conversion web sites - see the submission web page above for links and
    details.

    - When submitting a paper, please select 3 to 5 topic codes from the ACAC
topics list that best describe your paper's topic. These codes are listed
under topic headings in the Classification section of the submission
    process.

    - The DEADLINE for submissions is Friday February 27, 2009.

    WHAT FUTURE FOR DEVELOPMENT MANAGEMENT?

PUBLIC ADMINISTRATION AND DEVELOPMENT (PAD) 60th ANNIVERSARY ISSUE &
DEVELOPMENT STUDIES ASSOCATION (DSA) ANNUAL CONFERENCE

    Call for Papers

What has development management achieved and what are its prospects?
Development-related programmes and activities under the rubrics of capacity
development, institution building and public management reform remain both
significant and contested. Recent discussions have called for greater study
of development managements potential contribution to global problems like
poverty and inequality, climate change, ill-health and terrorism. This
provides evidence of continuing interest in the scope, possibilities and
    limitations of development management.

A number of trends and challenges make PADs 60th Anniversary year a good
time for appraising development managements future. These include:

a.. interest in the political contexts for development management,
reflected in donor initiatives such as the World Banks Institutional and
Governance Reviews and DFIDs Drivers of Change studies
b.. the institutional frameworks within which development management takes
    place
c.. the relationship between the study of public sectors in the developing
world and American public administration and management
d.. major development policy statements, notably the Millennium
Development Goals and the Paris Declaration on Aid Effectiveness, whose
implications for development management have not yet been fully explored
e.. the critical view of development management as anti-political, elitist
and hostile to emancipatory and indigenous forms of development
f.. the prominence of new civil society actors and the private sector,
including in the provision of public services
g.. the rise of the governance model
h.. the international financial crisis of late 2008, particularly for the
    role of government as facilitator, regulator and provider of development;
Given these trends, the time would seem ripe to reflect on and examine the
future of development management. Do we need new models that match new
conditions, possibly ones that are more in harmony with the evolving
development agenda and underlying political and institutional frameworks?
Has the time come to discard exhausted approaches that stand in the way of
progress? Or is the problem even more fundamental?

We welcome both theoretical and empirical responses to these and other
questions from scholars and practitioners alike. Contributions can be in
    one of three ways:

1.. By submitting a conference paper proposal (not to exceed 1000 words)
by May 1, 2009. Accepted conference papers will be considered for a special
issue of Public Administration and Development (PAD) so long as full papers
are received by July 31, 2009.
2.. By submitting a full paper directly for consideration for the PAD
Special Issue by July 31, 2009.
Proposals and papers should be sent to both joint editors and should conform
to PAD's 'instructions for authors located at:

    http://www3.interscience.wiley.com/journal/2821/home/ForAuthors.html.

We aim to build on recent statements regarding development management and,
to this effect, contributors may find it useful to refer to some of the
    following publications.

    Call for Participation:
2009 Summer Research Institute for the Science of Socio-Technical
    Systems: 11-15 June, 2009
At Syracuse Universitys Minnowbrook Conference Center,
    Blue Mountain Lake, NY

Application screening begins 2 March, 2009

Eligibility: Doctoral students, Post-doctoral scholars and pre-tenure
    faculty at US-based institutions.

    Notification: Late March, 2009

Cost: Most will be covered for accepted participants

    Background

A science of socio-technical systems is emerging from research in the fields
of HCI, social computing, social informatics, CSCW, sociology of computing,
and other domains. The Consortium for the Science of Socio-Technical Systems
(CSST) is a new organization devoted to advancing research on
socio-technical systems. Building on the success of the 2008 Summer Research
Institute, the CSST will, again, be hosting
a summer research institute for advanced doctoral students and pre-tenure
faculty in summer, 2009. A primary goal of the institute is to build a new
cohort of faculty and graduate students who are interested in research on
the design and interplay of technology and humans at the level of
    individuals, groups, organizations, and larger
communities. Examples of this kind of work include research on:

    * new forms of organizing (e.g., virtual organizations, massive online
    activities)
    * social computing (e.g., online communities, social network sites);
    * distributed work (e.g., collaboratories, virtual teams and organizations);
    * new technologies (e.g., recommender systems, prediction markets,
    ubiquitous computing);
    * novel forms of production (e.g., open source software, Wikipedia);
    * new forms of expression and entertainment (e.g., blogs, wikis, massive
    multiplayer online role-playing games); and
    * information and communication technologies for developing regions (e.g.,
cell phone-based applications to assist economic development, infrastructure
    development for local economic action).

    Institute faculty

With funding from the NSF, the institute will bring together a faculty of
distinguished scholars in the domain of socio-technical systems with up to
30 campers, drawn from among advanced doctoral students, post-doctoral
fellows, and pre-tenure faculty conducting research on socio-technical
    systems.

    Steve Sawyer, Syracuse University, Director
Tom Finholt, University of Michigan, Co-Director
    Mark Ackerman, University of Michigan
    Bill Dutton, Oxford University
    Jonathan Grudin, Microsoft Corporation
    C. Suzanne Iacono, National Science Foundation
    Wendy Kellogg, IBM
Wayne Lutters, University of Maryland, Baltimore County
    Tony Salvador, Intel Corporation
    Suzanne Weisband, University of Arizona

    Institute goals

The goals of the institute are to:
    * Expand on and strengthen connections among the cohort of researchers in
this area, and build on the network of relations formed through the 2008
    Summer Research Institute.
    * Guide the work of the new researchers by having experts in socio-technical
    systems research give advice.
    * Provide encouragement and support for the selection of socio-technical
    systems research topics.
    * Illustrate the interrelationship and diversity of the field of
    socio-technical systems research.

How the institute will be conducted

The institute will be conducted as a residential program at Syracuse
    Universitys Minnowbrook Conference Center (www.minnowbrook.org
<http://www.minnowbrook.org>) with morning small group sessions devoted
to feedback on students research, and evening group sessions consisting of
presentations by the institute faculty (e.g., work in progress, instruction
in new methods, instruction in new analytic techniques) and moderated
discussions (e.g., on career development, how to obtain funding, publication
strategies). Afternoons will be reserved for informal activities, such as
group outings and picnics. Costs of participation, including travel, food
    and accommodations, will be covered.

    How to apply

The application process requires two parts:

    1. A 300 word response to this question:

*How does your research advance our scientific understanding of
    socio-technical systems?*

A few references, particularly if they are not to your own work, may be
    helpful but are not required.

    2. Your current curriculum vitae (as PDF or in a Word or WordPerfect
    format).

Please send this response as an attachment in a common word processor format
or as PDF of an email with the email subject being CSST09 application to
    csst2009@syr.edu.

Please ensure that you include your name, your current U.S.-based
institution and affiliation, an email address, and your status (PhD
candidate, post-doctoral scholar, pre-tenure faculty, or an explanation of
some other status) along with the response.

Please note that participation in this institute will be restricted to those
doctoral candidates who have proposed their dissertation at the time of
submission up through pre-tenure faculty who are at US institutions. This
includes post-doctoral scholars who are not in tenure-track positions if
they are less than five years from having completed their doctorate.

    ** Selection and notification **

Participants will be chosen by a committee of the institute director,
associate director, and selected institute faculty. Selection will reflect
    these criteria:
    * Clear articulation of the research contribution to socio-technical systems
    (theory, practice or design)
    * Clear development of socio-technical concepts and principles relative to
    your research interests and contribution.

    - Research Questions

    ----------------------------------------------------------------------------

My name is Edgar Jordan. I am a doctoral student of business administration
with the School of Advanced Studies of the University of Phoenix. My
research interest is focused on how the semiconductor manufacturing industry
may be reacting to emerging technologies beyond the current materials in use
such as silicon dioxide. I intend to use a qualitative research method with
a modified Delphi data collection technique. Once the Delphi panel is
selected I will ask the members three open ended questions: when can it be
expected that sub-10 nanometer devices will become commercially viable; will
organizational changes be necessary when these devices become available; and
what leadership approaches would best facilitate those changes? Qualitative
methods will be used to identify the underlying themes of the responses from
the panel to these questions and descriptive statistical analysis will be
used to characterize the panels responses to the importance of those
    themes.

I would enjoy hearing from others with similar research interests. I would
particularly like to hear from those who have conducted similar research and
share recommended sources. Please contact me at the following email
