The Future of Science, Technology and Innovation Policy: Linking Research And Practice
SPRU 40thAnniversary Conference, 11th-13th September 2006
This conference, besides celebrating the 40th Anniversary of SPRU (Science and Technology Policy Research), offers the opportunity to engage in a critical evaluation of the present and future research agenda of the Science, Technology and Innovation (STI) field. We seek to explore empirical, theoretical and applied policy approaches that can enable us to conceptualise the contradictory nature of modern science and technology and innovation, and thus provide practical policy guidance. The conference will be organised in the form of plenary sessions, parallel sessions, and set debates. It will cover a series of broad themes. These include:
1. Science: Ownership, Accountability and Relevance of Science – for example, the deficiencies of peer review, the pros and cons of patenting in universities, the shifting boundary between public and private knowledge, and processes for allocating resources between disciplines.
2. Technology: Security and Sustainability of Technology – for example, the dual relationship between technology and security, changing environment and energy policy, the balance between sustainability and growth, and the role of technology in sustainable development.
3. Innovation: Dynamics of Innovation Interfaces – for example, the management and dynamics of innovation across different levels (such as individuals, groups, firms, sectors, networks and systems), user-centred innovation processes vs. producer-centred innovation processes, and the connection between innovation and entrepreneurship.
The three themes are representative of established research subfields in the broader STI field. However, this conference aims to provide an opportunity for dialogue among the different academic 'tribes' that inhabit the different subfields. For this reason, we are particularly interested in contributions that address the intersections of science, technology and innovation and take forward-looking approaches in investigating their impacts on society. Moreover, we would like to engage in a critical evaluation of the approaches developed by the STI research community and their use in policy practice.
We would like to attract papers from scholars at an early stage in their career and in innovative agenda-setting papers that take the opportunity to critically engage with well established, but possibly limited, theoretical frameworks. Alongside mainstream disciplinary contributions, interdisciplinary papers and contributions embracing international or comparative perspectives are also invited.
Participants who wish to present a paper at the conference should submit a 500-word abstract by 17 March 2006 along with their full contact details. The abstract should be submitted online on the Conference website (www.sussex.ac.uk/spru/conf2006, click on Abstract and Paper Submission). All abstracts will be subject to peer-review.
We think that set debates are useful events in addition to plenary and parallel sessions in order to generate critical dialogue and reflection among conference participants. There are a number of important issues for debate in our field. Among some of the possibilities are the following:
(i) University Patenting and Fundamental Science. Does university patenting have a negative effect on fundamental science?
(ii) Technology Transfer and Developing Countries. Does technology transfer have a positive effect on developing countries?
(iii) Technological Change and Human Well Being. Are the positive effects of technological change on human wellbeing greater than the negative ones?
Other suggestions for debates are very much welcomed and will be considered by the organising committee.
Overall, we invite participants and contributions that are willing to engage in developing the future research agenda of the STI field. The conference aims to trigger a critical and collective dialogue that could contribute to making the STI field more exciting and challenging for our research community, more relevant to policy practice and more 'in synch' with society at large.
Conference Fees:
The conference fee will be £250 (£200 for students), or £300 (£250 for students) if you also wish to attend the Conference Dinner and the Reception in the Brighton Museum & Art Gallery. This fee does not include any travel or accommodation costs.
Comfortable, en-suite accommodation is available on the <st1:place w:st="on"><st1:placetype w:st="on">University</st1:placetype> of <st1:placename w:st="on">Sussex</st1:placename></st1:place> campus, and rooms can be booked for an additional £50 per night (breakfast included). We would encourage you to book your accommodation on campus as soon as possible. Alternatively, you may prefer to book your own accommodation in Brighton or Lewes, but you should be aware that during September most local hotels are likely to be fully booked for political or trade union conferences.

Dissertation Competition 2006
Call for Dissertation Proposals in New Product Development and Innovation Management
PDMA announces its call for doctoral dissertation proposals to compete for a research grant in 2006. Applicants, who must be Ph.D. students in any field related to innovation management, may propose research on any aspect of product/service innovation, development, commercialization, or innovation management. Dissertation proposals that cross functional lines, involve multiple research disciplines, or make significant advancements in our product development (PD) knowledge or research methods are particularly encouraged. The aim of the dissertation competition is to foster academic research on innovation and new product development and encourage close ties between the academic and corporate worlds.
Winners of the competition will receive a number of benefits:
· The work will receive early exposure in the academic community when the winner makes a presentation in October 2006 at PDMA's International Conference--a condition of winning the competition. The winner is also expected to return to the conference the following year (2007) to present his/her results. Travel costs to the conference are paid by the PDMA. The conference provides an excellent networking opportunity with both academics and practitioners who may elect to support the student's continuing research in some way.
· A cash award of $2,500, plus access to the PDMA membership mailing list for data collection purposes if needed.
· The winner will receive a 2-year membership to the PDMA, which includes subscriptions to the Journal of Product Innovation Management (JPIM) and Visions magazine, PDMA's practitioner publication.
Evaluation Process:
Proposals will be evaluated in a double-blind review process by experts in product development. Reviewers will judge the proposals against traditional academic standards and criteria, as well as the feasibility of completion in a timely manner.
Conditions for submission:
1. Proposals must already have been approved by the student's committee and the applicant must append a letter from his/her committee chair or department head, confirming acceptance of the proposal.
2. The grant from the competition is intended to support the recipient's dissertation research. Thus only those dissertations that will not be completed prior to the October 2006 annual PDMA Conference should be submitted to the competition.
3. Proposals should not exceed 20 pages in length, including references and tables, and should be formatted in accordance with Journal of Product Innovation Management guidelines for authors.
Proposals, along with a letter from the dissertation chair or department head, confirming acceptance of the proposal, must be received no later than May 1, 2006. These must be submitted electronically to Prof. Gina Colarelli O'Connor, PDMA Dissertation Competition Chairperson, at oconng@rpi.edu.

SME-Entrepreneurship Competitiveness, Challenges and Prospects in the New Global Environment
Overview
Entrepreneurial ventures, family businesses and small and medium-size enterprises (SMEs) in general play vital roles in every economy although the extent may differ from country to country. Besides contributing to the volume of output of goods and services in the economy, they create employment, form a springboard from which large firms leap, stimulate competition in the economy, feed large firms with raw materials, semi-finished goods, parts, etc. and distribute their products, and so on. However, the question of sustainability of small and medium-size businesses in the new and competitive global era following the competitive onslaughts of multinational companies and other large corporations has been raised. Policy makers around the world are also giving increasing attention to the issue of creating sustainable and resilient small and medium businesses. It is therefore important and timely to organize a conference in this area, to bring together policy makers, academics, the business community and researchers to interact and share their experiences from research and practice. Submission of Abstracts and Papers
Abstract should not be more than 250 words. Full paper, not exceeding 8 A4 pages (single spacing), 10 Font size, Times New Roman in Microsoft word format, should be submitted before the deadline for inclusion in the Conference Proceedings. All submissions are taken to be an original work and have not published or accepted elsewhere. To be published in the proceeding, at least on author must register and present the paper at the conference. The maximum number of submissions per registered participant is 2. The official language, for both submission and presentation, is English.
